This position is advanced professional work in the field of traffic engineering involving, design, analysis and operation of the City’s traffic signal control systems, traffic signing and pavement marking installations. Work also includes the performance of traffic engineering studies, projects, and programs supporting the efficient movement of traffic and the City’s Vision Zero goal. The employee exercises considerable initiative and judgment in the daily performance of duties. Coordination with staff of professional and technical personnel and decision making on technical engineering work is a major part of this position.
Essential Functions & Additional Functions:
Coordinates assigned functions and activities with other departments, divisions, agencies, developers, consultants and the public.
Performs traffic engineering work in conjunction with the design, and operation of various public works projects.
Reviews traffic studies, site development plans and roadway design plans for compliance with good traffic engineering principles and compliance with all governmental agency codes and ordinances.
Provides professional advice and recommendations in resolving traffic safety concerns (including intersection sight visibility requirements) work.
Provides representation at meetings and conferences to provide information and resolve problems.
Prepares recommendations for contract projects and establishes traffic engineering standards and criteria.
Communicates and meets with the public; investigates and evaluates requests or complaints relating to traffic operations, American with Disabilities Act (ADA), and safety.
Supervises and reviews traffic signal plans developed by the division, FDOT, and private consultants.
Reviews Automated Traffic Signal Performance Measure (ATSPM) data and suggests operational improvements to the Traffic Operations Center (TOC).
Supervises and reviews maintenance of traffic plans for city wide projects performed by contractors and city staff.
Manages the division’s Traffic Calming Program and the Neighborhood Management Plans; including, conducting public meetings to foster consensus in plan development.
Designs spot and systemic safety improvements to reduce fatal and serious injury crashes on City-owned infrastructure.
May be required to work alternate hours as necessary for the efficient operation of the department.
Position is designated as Mission Critical.
Performs related work as required.
Serves as the Americans with Disabilities Act (ADA) liaison for the Traffic Operations Division.
Knowledge, Skills Abilities:
Extensive knowledge of the principles and practices of traffic engineering.
Thorough knowledge of State and Federal Standards for installation and operations of traffic control devices and systems.
Knowledge of the application of computer programs to traffic engineering procedures.
Ability to organize and coordinate tasks with other divisions and departments.
Ability to prepare, interpret, and utilize engineering plans, maps, specifications and reports.
Ability to establish and maintain an effective working relationship with co-workers, other city employees and the general public.
Ability to conduct engineering research, to write technical reports and to provide reliable advice on difficult engineering problems.
Ability to express ideas and to communicate technical information clearly and concisely verbally and in writing.
Knowledge of the National Association of City Transportation Officials (NACTO) “Urban Street Design Guide”.
Knowledge of “Complete Streets” policies, planning, and design concepts as they apply to urban transportation.
Knowledge of traffic operations and conceptual design of roundabouts.
Knowledge with pertinent traffic related computer programs; such as, SYNCHRO, HCS, SIDRA, AutoCAD, etc.
Working Conditions/Physical Requirements:
Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force on a recurring basis, and routine keyboard operations.
The job risks exposure to no significant environmental hazards.
The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
Graduation from an accredited four (4) year college or university with a Bachelor’s degree in Civil Engineering and major course work in transportation/traffic engineering.
Four (4) years of experience in traffic engineering, including two (2) years in a supervisory or management capacity.
Registration as a Professional Engineer (P.E.) in the State of Florida under Florida Statutes Chapter 471 at the time of appointment or ability to transfer an out of state license through reciprocity within three (3) months of employment.
Must possess and maintain a valid driver’s license.
RSP1 Certification preferred.
Membership in the Institute of Transportation Engineers (ITE) within six (6) months of employment.
