ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Traffic Engineering Administrator/City Traffic Engineer. Plans, designs and supervises the completion of a variety of traffic engineering projects requiring the use of advanced techniques and the application of engineering practices, procedures and criteria related to various traffic engineering subjects such as traffic signals, pavement markings, traffic signage, traffic impact studies, traffic signal timing, traffic data collection and analysis, ROW permitting, collision analysis, traffic calming, ADA accommodations, intelligent transportation systems, parking meter system operation and maintenance, etc. Supervises engineers and technicians on assigned work, reviews work, estimates personnel needs and schedules work to meet completion date. Designs and/or reviews plans for CIP projects to ensure conformance with standard engineering practices, rules, and regulations of governing agencies. Provides technical advice and assistance to engineering staff and construction inspectors to ensure consistency and conformance to city standards. Supervises and coordinates consultant work, defines scope of project, determines proposal and cost estimates, negotiates fees, and monitors engineering work to ensure adherence to project guidelines. Evaluates current practices and researches and evaluates new developments in materials and construction methods, and recommends changes in procedures, design or material where necessary. Represents the City in meetings to resolve important questions and to plan and coordinate work; performs detailed engineering computations. Inspects existing projects to monitor progress, ensures conformance to plans and specifications, recommends repair and replacement of infrastructure; and uses computer-assisted engineering and design software and equipment to prepare documents and reports.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Civil Engineering and seven (7) years of progressively more responsible experience which was primarily involved in general civil engineering with emphasis on traffic analysis, design and planning, and with at least four (4) of those years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. License to practice engineering in the State of Tennessee, or demonstrated ability to obtain within six (6) months required and maintain as a condition of continued employment. Must possess and maintain a valid driver's license as a condition of continued employment.
