The Quonset Development Corporation (QDC) develops and manages the Quonset Business Park (QPB), a statewide asset, in the best interest of the citizens of Rhode Island to attract and retain successful businesses that provide diverse employment opportunities. The QPB is home to over 200 companies and 13,000 collective employees across dozens of industries.
Accordingly, the QDC is responsible for maintaining Park infrastructure (i.e., port, rail, and roadway) and several utility systems (i.e., potable water, sanitary sewer, and stormwater) to support its current and future tenants. In addition, QDC regularly implements capital infrastructure improvements to meet the ever-growing needs of the Park.
In support of these activities, QDC intends to hire a qualified full-time Project Engineer, who will report to the Manager of Engineering. The selected candidate will be challenged in a variety of engineering disciplines such as civil, environmental, and transportation engineering, while working with other QDC engineers and professionals. Description of QBP Infrastructure:
A selected list of infrastructure that the QDC is responsible for planning, constructing, maintaining, and/or improving is provided below:
Roadways, bridges, traffic signals, pedestrian access, and Right-of-Ways;
Potable water towers, treatment systems, and distribution systems;
Sanitary sewer pipe networks, pump stations, and the Quonset Sewage Treatment Plant;
Stormwater collection, treatment, and conveyance;
Development parcels, including Site-Civil planning and development;
The Port of Davisville, including all associated port infrastructure (e.g., piers, bulkheads, channels, parking and laydown areas, ship berths, utilities, etc.);
Rail infrastructure; and
Green space and recreational amenities, including four public beaches and a 3.75 mile multi-use path.
Potential candidates are not expected to have experience or expertise in all of the above infrastructure types. Rather, this list is intended to illustrate the variety of engineering challenges that QDC must address and with which the selected Project Engineer will assist.
The Project Engineer position is expected to provide civil engineering assistance for activities that directly support tenants of Quonset Business Park and QDC owned & maintained infrastructure. In this capacity, duties of the selected Project Engineer may include, but not be limited to, the following:
Project Management for new construction, improvements, and/or repairs for site development, infrastructure projects, and new building projects managed by the QDC.
Assisting with new construction, improvements and/or repair projects related to site development and capital improvements including, but not limited to, water distribution, sewer collection system, water and wastewater treatment, storage facilities, buildings, port infrastructure, rail, and roadway.
Reviewing site and utility drawings for conformance with project specifications and/or requirements of the QDC Development Package.
Reviewing plans, specifications, and cost estimates prepared by consultants for infrastructure improvements.
Preparing plans, specifications, and cost estimates for projects developed in-house.
Providing Construction Phase Services, including contractor management and construction observation.
Preparing regulatory reports for storm water management, potable water systems, and other regulated utilities; and
Other duties as may be assigned by executive staff.
A candidate for this position must possess the following, at a minimum:
A Bachelor’s Degree in a major engineering discipline or construction technology management from an ABET accredited college or university.
Minimum of five years’ experience in a similar engineering position.
A Professional Engineer (P.E.) license in the State of RI (preferred, not required).
Working knowledge of principles, theory, and procedures of engineering, construction, environmental regulation, and have familiarity with onsite inspection practices.
Working knowledge and hands on experience with AutoCAD Civil3D design software or similar CAD program.
Working knowledge and hands-on-experience with Microsoft Office.
A valid driver’s license and be able to lawfully operate a motor vehicle.
The ability to obtain a Transportation Worker Identification Card (TWIC) and related security clearances to access the Port of Davisville’s restricted and secure areas.
