WORK SCHEDULE:  Monday-Friday, 8:00 a.m. - 5:00 p.m.

PURPOSE OF POSITION:

Under the direction of the Director-Treasury and Financial Planning & Analysis, manages the treasury functions of the Utility which include cash management activities, investment portfolio management, banking relations, rating agency relations, new debt issuance and covenant compliance, operation of capital leasing program, manages natural gas hedging accounting, and the performance of financial analysis for project managers throughout the Utility.  Provides oversight for customer information system payments reconciliation and review to the general ledger.  Works with senior management on special financial analysis projects as needed.  Also serves as backup for Manager – Disbursements and Manager – Financial Planning & Analysis as needed.  

ESSENTIAL JOB FUNCTIONS:

1.    Develops and implements the Investment Portfolio Strategy used in the management of the Utility’s bond portfolio.  

2.    Monitors cash flow and directs cash management activities to maximize interest income while ensuring funds liquidity necessary to meet the financial obligations of the Utility.  This includes short-term and long-term security transactions.

3.    Manages relationship and works with external Investment Advisor to present investment recommendations to the investment committee.  Prepares a treasury operations performance report for the investment committee.  Responsible for ensuring portfolio decisions are compliant with City Utilities’ Investment Policy.

4.    Manages all banking relations, accounts, and banking services that the Utility requires to ensure City Charter guidelines are met.

5.    Manages and coordinates the issuance of all debt funding for the Utility and monitors the compliance of covenants, regulations, and accounting requirements related to the outstanding debt obligations.  Maintains debt schedules and prepares debt payment wire transfer requests.

6.    Performs and reviews financial analysis for various Utility activities including new contractor approval, capital project justification, and cost/benefit analysis for strategic business decisions.

7.    Assists in the development of responses to inquiries from management, Board, and Council concerning the effects of current or future decisions about the Utility’s operations.  This includes analysis to determine the optimum capital structure to minimize the overall cost of capital.

8.    Reviews debt service schedules for the operating plan and operating budget.  Reviews financial statements for debt compliance.

9.    Prepares various requests for proposal, analyzes responses, and presents findings to the investment committee.

10.    Manages and coordinates rating agency reviews as required for routine needs as well as current/upcoming financings.

11.    Assists with bond counsel and financial advisor activities.  Reviews closing documents for outside financings, especially preliminary plans of finance and preliminary official statements.  Coordinates information from leadership for debt offerings.  Works with project managers in development of project descriptions and draw schedules for financed projects.

12.    Reviews Treasury related journal entries and investment balance reconciliations.

13.    Provides oversight for the CIS+ responsibilities related to reconciliation, month-end closing, financial report reconciliation, and financial report preparation. 

14.    Reviews the monthly general ledger entries for the utility’s natural gas hedging program and ad-hoc reporting as requested.

15.    Actively supports all Finance goals, processes, and standards.

16.    Performs other related duties as required or assigned by management.

QUALIFICATIONS:

Education and Experience:

Bachelor's degree in Business, Economics, Finance, Accounting, or related field is required.  Master’s degree in a business-related field is required.  Master's degree in Finance or MBA with an emphasis in Finance is preferred.  Seven years of progressively responsible experience in cash management, investment portfolio management, financial analysis, banking relations, and debt issuance, with at least two years in a supervisor capacity required.  Other related financial utility experience may be considered in lieu of specific experience requirements.  Advanced degrees and/or certifications in Finance may be considered in lieu of two years of the nonsupervisory experience requirement.

Licensing/Certification: 

Certified Treasury Professional (CTP), Certified Public Accountant (CPA), or Certified Management Accountant (CMA) is preferred.

•    Working knowledge of general accounting procedures and practices.
•    Knowledge of and ability to perform in-depth financial analysis knowledge of acceptable cash management practices, contemporary investment portfolio theory and practice, financial analysis techniques, and capital markets.
•    Must have Excel spreadsheet experience.
•    Knowledge of PeopleSoft Financial software a plus.

Physical Requirements:

Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication.  Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. 

Working Conditions:

Normal office environment, with limited night and weekend work required.

Must be able to work successfully with diverse groups of people.
