Under the general direction of the Public Works Director, is responsible for performing administrative work in planning, organizing and directing the design; construction and maintenance of public works infrastructure; professional assistance in engineering and drainage activities at the municipal airport. The City Engineer will be a dynamic leader focused on implementing best practices, projects, programs, and operating and capital budgetary measures which promote efficiency, effectiveness, sustainability and innovation.

Typical Duties and Responsibilities
Efficiently and effectively direct, administer, and prioritize all division, personnel and resources in the design, construction, maintenance and inspection of capital improvement projects including streets, stormwater, landfill, airport and other public works projects.
Administer the preparation of reports, specifications, construction plans, construction schedules, and designs for projects.
Oversee administration of the Subdivision Regulations, City Ordinances and other regulations.
Prepare city council agenda packet items including, but not limited to resolutions, ordinances, agenda items and research memos.
Maintain design standards and modifications to projects and planning directions.
Lead while prioritizing public safety, sustainability, engineering best practices and the Vision, Mission and Values defined within the City of Brookings Strategic Plan.
Establish and maintain a good relationship with other agencies, departments and administration.
Prepare, submit, and administer the Engineering Division operating and capital budgets with approval from the Public Works Director.
Ensure public safety in traffic control, signalization, street design and maintenance.
Responsible for the annual preparation and maintenance of the Long Range Capital Improvement Plan for the City.
Participate in the comprehensive short and long range planning for City growth and maintenance.
Administer the Storm Drainage Fee, construction, and maintenance program.
Serve as Project Manager for various special projects.
Answer inquiries related to engineering and handle public relations pertaining to the Engineering Department to include, but not limited to, research, technical presentations, public speaking, etc.
Provide technical assistance to the Planning Commission and serves as Ex-Officio member of the Planning Commission.
Serve as Ex-Officio member of Airport Board.
Perform all other related duties as deemed necessary by the City of Brookings.
Supervise employees in the Engineering Division and Municipal Airport.
Carry out supervisory responsibilities in accordance with the organization's policies, strategic plan and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Oversee the design and plan preparation of projects. Oversee the making of preliminary and final field surveys. Oversee the updating of city maps, including the gathering of necessary data.

Education and/or Experience
Bachelor degree in Civil Engineering or related field.
Five (5) years of progressively responsible experience in engineering, preferably including experience in municipal engineering and public works administration or an equivalent of education and experience may be acceptable.
Registration as a Professional Engineer (PE) by the South Dakota Board of Engineering and Architectural Examiners, or capable of obtaining South Dakota registration within twelve (12) months of hire.
Registration as a Land Surveyor is desired but not required.
Ability to work well with stakeholders and the public.
