Plummer is looking for a Project Manager to support our existing and future water, reuse & wastewater treatment processes and design projects. This position calls for a Project Manager who can work on a major project and/or several projects of moderate scope with complex features.
The Project Manager will help develop the Project Management Plan that includes the scope, budget, schedule, and resources required to complete the project and to meet the profit target. This position also has a business development component. The Project Manager is expected to spend 5-15% of the time meeting with clients, working on proposals and developing client relationships.
Perform project management of water, reuse & wastewater treatment-related projects, including planning, budget, detail, design, and client and team coordination.
Execute and deliver various engineering projects on time, on budget and to the performance expectations of the client.
Establish and maintains strong working relationships with clients; Serve as the primary contact for the client during the project.
Assist with preparing proposals and presenting to clients.
Assist with preparation and negotiation of contractual agreements with clients.
Participate in selection of a project team and assign projects tasks, budgets, and schedule to team members.
Develop technical competence of project team members.
Answer questions and give daily guidance to team.
Responsible for the accuracy and quality of all technical work.
Request and obtain approval before performing services outside scope of work.
Review invoices before distribution to client and assist in collection of past due accounts receivable.
Responsible for written work submitted to the client.
Promote use of and participate in the development of company design and production standards.
Supervisory Responsibilities: This position may supervise the PEs and EITs who comprise the project team. Supervisory responsibilities may include assigning tasks, setting goals, monitoring and reviewing performance, enforcing policies and procedures and holding the PEs accountable for their assigned deliverables. Supervisors are also expected to function as mentors, sharing knowledge and encouraging continuing education.

Knowledge, Skills, & Abilities:
Solid understanding of the engineering fundamentals related to hydraulics, pump stations, water, reuse and wastewater treatment, process and mechanical design
Solid understanding of biological nutrient removal (BNR), solids treatment, and odor control for wastewater project management.
Strong communication skills and experience specifically related to writing and presentations (e.g. internal, to clients, potential clients and professional service organizations.
Interpersonal and relationship building skills.
Able to successfully brainstorm and plan with others by identifying, as a team, the best solution for the client.
Able to recognize when a project is in jeopardy, and able to take the needed steps to salvage the project budget, schedule and/or technology.
Education and Experience:
BS in Civil or Environmental Engineering or related field from an ABET accredited university required.
Master's Degree in Civil, Environmental or related field from an ABET accredited university (with past coursework in hydraulics and wastewater/water treatment and design preferred.
8+ years total professional experience as a Project Engineer, 4 of which were as a licensed PE, working on water, reuse and/or wastewater treatment-type work such as wastewater treatment plant expansion, rehab and planning required.
Active member of Water Environment Foundation (WEF) or Water Environment Association of Texas (WEAT) or American Water Works Association (AWWA) preferred.
Additional Eligibility Qualifications:
Must be a licensed PE in the state of Texas, or able to get your PE license in Texas within 6 weeks.
Must have a valid Driver's License
Travel: This position is expected to require travel about 20% of the time, including extended overnight stays.
