The Manager, Rail Community Relations coordinates the community involvement activities for the regional light rail/high-capacity transit program, providing guidance and support for the community relations team and working closely with the planning, design and construction departments and city staff. The Manager, Rail Community Relations is responsible for developing and implementing a tailored public involvement plan, business assistance program and appropriate budget based on the rail corridor's goals and objectives. This position reports to the Deputy Director, Rail Corridor Development and is a department within the Capital & Service Development Division.
Important traits of this position include the ability to work in a team environment, with a focus on positive customer relations and a "do what it takes" attitude.
MINIMUM QUALIFICATIONS & REQUIREMENTS
Bachelor's degree in Communications, Urban Planning, Public Relations, Public Affairs or related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties such as those listed.
Six years of experience in public involvement, public relations, community affairs, public administration or related position, including at least two years of supervisory experience are required. Strong communications and organization skills are also important traits of this position. Transit or transportation-related experience is desirable.

EXAMPLES OF DUTIES / KNOWLEDGE & SKILLS

Supervises and manages community relations and business assistance personnel, consisting of agency and consultant staff;
Develops and regularly updates rail corridor public involvement plans and schedules for projects in various stages of planning, design and/or construction;
Develops and/or supervises custom business assistance programs for projects in final design and construction; employs new techniques, strategies and partnerships to innovate programs and ensure effectiveness for the local business community;
Prepares community relations staffing plans for each phase of project development. This includes establishing and maintaining a budget for all community relations activities and expenses;
Coordinates the community involvement activities with technical work efforts by working closely with the Valley Metro Rail technical staff;
Closely coordinates with counterparts in Communications and Marketing in regards to messaging, public notices, meeting materials, advertising and event planning;
Coordinates and/or supervises coordination of public meetings, events, and presentations;
Develops and/or supervises development of meeting plans, notices, agendas, notes and related logistics;
Identifies and develops relationships with key stakeholders at the project, local and regional levels;
Develops new and innovative techniques to solicit public input;
Responsible for the execution of a quality control process for public-facing materials
Creates and maintains project stakeholder database and ensures documentation is thorough and up-to-date;
Responds to, tracks and analyzes stakeholder inquiries and follow-through;
Ensures preparation and distribution of weekly progress reports by community relations staff; shares results with executive management;
As needed, maintains project community office(s);
Coordinates community outreach activities and strategies with larger agency initiatives and other related departments;
Represents Valley Metro at meetings and events hosted by other agencies and outside organizations.

PHYSICAL DEMANDS / WORK ENVIRONMENT Positions in this class typically require: reaching, standing, lifting, talking, hearing, and seeing.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Valley Metro Regional Public Transportation Authority RPTA) provides both Bus and Light Rail transportation services for the Phoenix metropolitan area.
