Under general direction from the Director-Distribution, supervises, directs, and coordinates the activities of the department in distribution system responsible for these functional areas: Main Extension Process (including design and contract initiation for new development), the Cross-Connection Control program, Fire Service Line Flushing program, Water Main Sampling program, New Commercial and Residential Water Service Permit program, and response to customer water quality and pressure concerns.

The position has program management responsibility for directing activities related to the Cross-ConnectionControl program, Fire Service Line Flushing program, Water Main Sampling program, New Service Application program, and responding to customer water quality and pressure concerns.
Provide direct oversight for the design, cost estimates, easement requirements and contract generation for all water main extensions for new development and redevelopment, assuring all designs meet the Kansas Department of Health and Environment standards. In addition, assure all WaterOne Rules & Regulations for developer initiated main extensions are uniformly and properly applied. Also provide direct and timely interaction with the development community for inquiries on speculative and proposed projects. Generate agreements for main extensions and Benefit Areas and coordinate with WaterOne legal counsel as required.
Performs administrative duties such as budget preparation and control, employee selection, training,evaluation, and report preparation.
Responsible for coordinating activities of the department with several other departments within WaterOne.
Plan and provide for continuing training and education of department staff.
Provide regular and timely communication and information sharing with department staff.
Respond to customer complaints using established procedures and protocol.
Attend Board meetings as necessary for input relative to department issues on the agenda.
Monitors and reviews work assignments to identify and solve operating difficulties.
Acts as Division Director when requested during Director's absence.
Responsible for meter sizing procedures, the correct sizing of service lines and meters for all new service connection.
Monitor the use of SAP and make sure the functionality of SAP to provide the most efficient operation within the department is utilized.

Required Education, Skills & Experience
Requires the ability to read, analyze, understand and
Bachelor of Science degree in Civil or Mechanical Engineering studies from an accredited school. Licensure to practice as a Professional Engineer in the state of Kansas, or current eligibility to apply for licensure.
A minimum of five years of experience in water utility distribution operations or other related field/function.
Certification by California State University Sacramento in Water Distribution System Operation and Maintenance is required within 12 months of date in position.
Certification as a Grade IV Water Distribution Operator is required within 12 months of date in position.
Three years of formal leadership experience.
Requires excellent verbal and written communication skills and the ability to speak effectively to groups and assist in seminars and public education sessions.
Must have a cooperative attitude and exhibit diplomacy and sound judgment when working with WaterOne employees and outside contacts.
Must be able to make timely, sound decisions and follow up with decisive action.
Must be well organized and able to set priorities.
Must have a thorough knowledge of Federal, State and local laws and regulations governing cross-connection control and water quality in the distribution system.
Must have successfully completed, or be able to successfully complete within 6 months of hire date, a cross-connection control class approved by WaterOne.
