Under-fill: The goal of this recruitment is to fill this position at a civil engineering specialist 3 level. However, we encourage candidates who meet the minimum qualifications for a civil engineering specialist 2 ($4,272- $6,309 monthly) to apply, as we may consider under-filling the position until the selected candidate meets the minimum qualifications for a civil engineering specialist 3. Under-fill training will not exceed three years.

Duties and Responsibilities:
Prepare project specifications, construction schedule, and official cost estimates for non-complex to complex transportation projects.
Review preliminary, advanced and final plans.
Establish bid items and verify bid quantities.
Compile and review plans and specifications from other units for ODOT standard conformance.
Recommend on-site work limitations and specification language for compressed schedules and accelerated projects.
Calculate traffic control hours, probable anticipated bonuses and identify items subject to fuel escalation.
Monitor, review and approve the work of other engineer disciplines in preparation of project plans, special provisions and estimates.
Consult and coordinate project design and specifications activities with other sections (bridge, right-of-way, utilities, traffic, environmental, finance, civil rights, regions, project managers, local governments and engineering consultants).
Provide technical assistance for ODOT staff, project teams, consultants, city and county governments for the preparation of contract plans and specifications

Workload frequently involves competing deadlines and tight time schedules.

Civil Engineering Specialist 2 Minimum Qualifications (Under-fill Option): A bachelor's degree in civil engineering, surveying or transportation-related engineering and two years of civil or transportation-related engineering or surveying experience; OR Five years of civil or transportation-related engineering or surveying experience. One year of this experience must have been independently planning and completing assignments; OR An equivalent combination of education and experience.
Civil Engineering Specialist 3 Minimum Qualifications: A bachelor's degree in civil engineering, surveying or transportation-related engineering and four (4) years of civil or transportation-related engineering or surveying experience; OR Seven (7) years of civil or transportation-related engineering or surveying experience. Two (2) years of this experience must have been independently planning and completing assignments in drafting, field or laboratory inspection, construction contract administration, surveying, materials testing, or traffic investigations; OR An equivalent combination of education and experience.
Special Qualifications: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
