The Position: The City of Portland Bureau of Environmental Services is seeking candidates for a Supervising Engineer in the Construction Services Division. Supervising Engineers work independently, under the general direction of the Division manager, and are responsible for managing distinct construction management (CM) groups of approximately 10 staff. The Supervising Engineers work in concert with CM teams and other BES staff and managers to deliver new wastewater and stormwater assets to protect public health and water quality. This position is focused primarily on pipe rehabilitation, surface water, and green streets. Supervising Engineers are responsible for the quality, cost, schedule, safety and public impacts of the construction projects managed by their group. They are also responsible for the safety, wellbeing, and professional development of their assigned team. Supervising Engineers have administrative and managerial responsibilities, and provide leadership to create a high performance, service-oriented and diverse work environment. This includes training staff consisting of engineers, capital project managers and engineering technicians. The positions also serve as senior-level technical experts to the bureau in areas of construction contract administration, contract law, costs, schedule, construction methods, testing, and inspection. The positions may participate in group, bureau or citywide committees and programs that develop new processes and procedures, support workplace safety, support diversity, or other initiatives.
